1. Sertifikasi Pernikahan

Meski ini masih sebatas wacana, namun ada kemungkinan hal ini benar-benar akan diterapkan pada tahun 2020 nanti.
Sebab masalah sertifikasi pernikahan ini sudah dicanangkan oleh Kementerian Koordinator Bidang Pembangunan Manusia dan Kebudayaan (PMK).
Rencananya, di tahun 2020 nanti, setiap pasangan yang akan menikah, wajib mengikuti semacam bimbingan Pra Nikah, selama 3 bulan.
Untuk melaksanakan program ini, Kemenko PMK akan bekerjasama dengan Kementerian Agama Kemenag dan Kementerian Kesehatan (Kemenkes).
Kementerian Agama khusus memberikan materi bimbingan tentang hak dan kewajiban suami istri dalam rumah tangga, serta keluarga sakinah.
Tujuannya agar suami istri dapat membangun rumah tangga dengan baik, serta mengurangi angka Kekerasan Dalam Rumah Tangga (KDRT) dan perceraian.
Sedangkan Kementerian Kesehatan akan memberikan penyuluhan tentang kesehatan reproduksi, serta penanganan masalah kesehatan dalam rumah tangga, sehingga dapat melahirkan anak-anak yang sehat dan cerdas.
Nah, setelah mengikuti bimbingan pra nikah tersebut, calon suami istri akan diberikan Sertifikat layak untuk menikah.
Sertifikat tersebut dijadikan sebagai salah satu persyaratan dalam mengajukan permohonan nikah ke KUA.
Namun tidak semua calon suami istri lulus dan mendapatkan sertifikat tersebut setelah mengikuti bimbingan.
Barangkali ada semacam evaluasi berupa ujian tertulis yang harus dijawab oleh calon suami istri setelah mengikuti bimbingan, yang akan lulus tidaknya, sehingga berhak mendapatkan Sertifikat tersebut.
Dengan demikian, cukup repot juga kalau harus mengikuti bimbingan selama 3 bulan, apalagi kalau sampai tidak lulus dan tidak mendapat sertifikat, yang berarti harus mengulang mengikuti bimbingan.
2. Usia PernikahanMenurut pasal 7 ayat (1) Undang-undang Nomor 1 Tahun 1974 Tentang Perkimpoian, calon suami istri diizinkan untuk menikah, jika calon suami sudah berusia 19 tahun, dan calon istri 16 tahun.
Namun dalam revisi atau perubahan pasal tersebut yang baru saja disahkan oleh DPR, yaitu Undang-undang Nomor 16 tahun 2019, sekarang usia pernikahan yang diizinkan adalah sama antara calon suami dan istri, yakni 19 tahun.
Meski ketentuan ini sudah berlaku sejak September 2019, namun pelaksanaannya secara efektif biasanya akan dimulai setahun kemudian.
So, bagi Agan-Agan yang punya calon istri yang masih berusia 16-17, segeralah menikahinya di tahun ini. Jika tidak, maka minimal 2 tahun lagi baru bisa melaksanakan pernikahan.
Kalaupun ngotot ingin menikah juga, terpaksa harus repot mengurus dispensasi pernikahan di bawah umur ke Pengadilan Agama, disertai dengan alasan-alasan mendesak yang bisa diterima oleh pihak pengadilan.
